Talvereth

Talvereth is the shimmering jewel of the halfling empire — a sprawling port city where every stone is mortgaged and every shadow might hide a contract negotiation. Built along a vast crescent bay, its skyline rises with polished domes, colorful market towers, and spires wrapped in the banners of trade guilds and merchant families. It is the capital not because of its politics, but because of its unmatched wealth and commerce. It is the economic heart of the world; all major trade routes pass through it sooner or later.

Talvereth is effectively ruled by the Gilded Council. A ceremonial royal family still exists, serving symbolic functions at festivals and diplomatic events. In practice, coin is king, and Waukeen — goddess of wealth and trade — is its most widely worshipped deity.

Major Districts

The Grand Exchange — The largest marketplace on the continent. A multi-level commercial cathedral where auctions, trade deals, and financial wizardry play out before roaring crowds and whispering agents. The Velvet Lanes — A noble district of domed mansions, magical fountains, and cutthroat diplomacy. Council members and merchant royalty overlook the bay from lush terraces. Saltgate Docks — A hive of maritime industry and salt-weathered intrigue. Fishing fleets, merchant galleons, and smuggling operations operate here — sometimes side by side. Coinring Ward — A bustling financial sector lined with banks, currency houses, and enchanted vaults. Halflings here walk fast, talk faster, and count coin faster still. Ashbarrows — Home to the middle and working classes. Tidy homes, busy scribes, and crowded couriers. Ambition hums like background noise. Guilder’s Rise — The government and diplomatic quarter. Host to the Gilded Council Chambers, embassies, and elite business lodges. No city guard patrols here — just private security and war-mages. The Loop — A magical rail and tram system circling the city’s interior. Designed for speed, discretion, and luxury transport between elite locations. Currently crippled following the Crisis.

Law & Order

Talvereth is not policed by a city watch alone. Enforcement comes from private mercenary firms, contract-bound arbiters, and financial punishments worse than prison. Breaking a contract is more dangerous than murder.

The Talvereth Crisis — Aftermath

Religious divisions, economic strain, and the influence of the Velvet Ledger pushed the city into full-scale riots — ignited by the rigged campaign for Jeffro Goldbrook’s vacant Council seat and the preaching of the prophetess Bruna Mossvale — culminating in the Battle for Talvereth. Eleven Gilded Council members died; three bombs were handled, one detonating in a Waukeen temple. Champions Guild participants were awarded the title Shield of Talvereth.

Lingering consequences:

  • The Velvet Ledger remains active within the city
  • The sewers are contaminated and controlled by hostile forces
  • A prison ship remains unaccounted for
  • Transportation systems (including the Loop) remain crippled
  • Religious tensions remain unresolved

Culture Check

Talvereth is not a city of adventurers alone. It is a city of brokers, movers, and manipulators. Its walls are guarded by gold, not just steel. Behind every lavish contract is a knife, and behind every smiling merchant, a scheme. To walk Talvereth is to walk the edge of prosperity and peril.
