The Hall of Celestials
The Hall of Celestials is the shining veil of diplomacy within the Bastions of Solara — a place where truth is spoken, peace is brokered, and judgment is passed down “untainted” by politics. The Hall was built as a neutral zone, open even to enemies under banners of truce. It is where oaths are sworn, treaties signed, and sins weighed before radiant courts.
It was here that the last global conflict was finally ended — brokering peace between the Drakmir Dominion and the Republic of Sylvandar. Architecture is open and airy: domes of blessed glass, echoing colonnades, and sanctuaries that let the sky in. The city is lit by golden fragment lights. Even in the Hall’s purity, purity can be performance. Every meeting is carefully managed. Every trial overseen by those chosen for loyalty to the image of virtue, not to the weight of justice.
Leadership — The Trisphere
Arbiter Delen Marr (Judgment) — Quiet, razor-eyed. His rulings are always surgically phrased. Sees compromise as weakness and wields precedent like a blade. His courtroom presence is near mythical — his signature, final.
Arbiter Nyelle of the Folded Flame (Healing) — Soft-spoken, motherly, and terrifying in her ability to forgive while gaining everything she wanted. A master of “redemptive guidance” and an unmatched healer.
Arbiter Callien Starhelm (Clarity) — Presides over disputes of faith and magical offense. Appears as a scholar-priest, impartial and methodical. Behind his patient tone lies a quiet obsession with ensuring the Highlords’ will is never openly questioned.
Districts
The Radiant Ring
The ceremonial and judicial heart of the city. Houses the three Court Domes of Judgment, Mercy, and Clarity. Divine oaths sworn here cannot be magically broken without consequence.
Dawnlight Terrace
The healing and spiritual restoration district. Home to the Hospice of the Crowned Soul, where miracles are performed for those deemed worthy. Each patient is carefully vetted for “virtue alignment.”
The Convocation Grounds
Open gardens, meeting halls, and high balconies used for political summits. Beneath the grounds are the Whispering Chambers — sealed, warded rooms for diplomacy with no public record.
Stoneveil Commons
A living quarter for clergy, foreign emissaries, and “corrected” citizens. Houses those awaiting arbitration, penance, or rehabilitation. Quietly surveilled by the Order of Watchful Grace, who serve as both monks and spies.
