Archon of Scales
The Archon of Scales is the supreme ruler of the Drakmir Dominion — a secretive, reclusive figure never seen in public, whose true name is unknown. He issues commands only through the Drakmir Conclave, the council of seven Scale Bearers (one chosen from each of the Dominion’s great cities) who advise him and govern in his name.
It was the Archon who united the Dragonborn and Kobolds, forming them not into a tribe but into a war-ready people. Even the Bastions of Solara, difficult to dislodge in their vaulted peaks, recognized the Archon in his might and sued for peace.
He resides in the Veiled Throne, a vast underground palace deep within the caldera beneath Drakhal’Rath.
