The Lowtide Exchange is hidden in Contramara’s Lowsea Quarter, buried beneath fish shops, cheap taverns, storage cellars, and old flood tunnels. At high tide, many of its lower passages vanish underwater. At low tide, secret doors open into a working smuggler network.
The Exchange survives because it does not look like one organization. It is a web of shopkeepers, dockhands, boatmen, money-changers, and quiet criminals who all profit from the same hidden passages.
Head of Port: Mother Grell
A heavyset older human woman who runs a fried fish shop above one of the main tunnel entrances. She smiles like everyone’s favorite aunt and remembers every face, debt, insult, and shipment that passes through her district. People call her Mother because she feeds strays, hides fugitives, and has traitors drowned in their sleep.
