The Dual City of Lizardfolk and Bullywugs


Government

Arodeth is split between two peoples: the lizardfolk of the north and the bullywugs of the south. While they live in the same city, they do not share a culture or values. What they do share is a common enemy. The only reason they joined forces at all was to resist the yuan-ti expansion coming from Vash’Ka.

Each half of the city is governed independently by tribal tradition. The lizardfolk follow the commands of Topha, a massive warrior whose authority is never questioned. The bullywugs follow Dula, a cunning matriarch who commands respect with her voice and her venom.

The city’s central government only functions when both leaders are in agreement. If either Topha or Dula refuses to support a motion, it is struck down. Their neutrality meeting hall, called the Reeds of Accord, is the only location considered sacred by both sides. No weapons are allowed, and all decisions are sealed with ritual binding.

A civil war between the two would be the end of their freedom and assure yuan-ti supremacy in the swamp.


Military

Arodeth doesn’t match Vash’Ka in strength or size, but it doesn’t need to. Its people have perfected the art of ambush, terrain manipulation, and hit-and-run tactics. Their forces move through water and brush like ghosts, often striking before their enemies even know they’re being watched. This reality makes the swamp languish under a seemingly eternal stalemate.

Lizardfolk Military Units

Boneback Sentinels — Heavily armored warriors who wield bone-plated tower shields and massive polearms. They form mobile walls that hold chokepoints and protect the city’s borders.

Dartscales — Quick, lightly armored lizardfolk who hunt with javelins, atlatls, and bone darts. They favor elevated terrain and tree cover, often throwing from above or while swimming.

Bullywug Military Units

Mudcroakers — Swamp brawlers that burst from the water or mud with spears, hooks, or sharpened clubs. Their attacks are brutal and often rely on terrain surprise.

Spittlefangs — Poison-dart snipers who use blowguns coated in mind-numbing or hallucination-inducing toxins. They hide under lily pads, in mud walls, or in woven nests near swamp trails.

While they rarely fight side by side, both factions are highly skilled in naval warfare. Flat-bottomed canoes are used as patrol ships that navigate the swamplands. Though metal is rare and cannons are absent, their coordination and swamp-adapted vessels make them fierce opponents on the water, especially when armed with mounted ballista.


Culture

Arodeth is not built on shared love, but on shared necessity. The lizardfolk see themselves as the ancient rulers of the swamp, chosen by destiny and bloodline. The bullywugs see themselves as survivors — quick-witted and adaptable. Together, they form a society that values resourcefulness, tradition, and shared strength.

Trade is everything. Unlike Vash’Ka, Arodeth thrives on peaceful exchange. The city produces high-demand alchemical herbs, rare swamp minerals, and potent chemical compounds. Merchants, explorers, and apothecaries from across Eryndor come here to trade. Outsiders are always carefully watched, but some stay long term.

Each side of the city retains its own traditions, language cadences, and rituals. Shared festivals are rare, and when they happen, they’re tense affairs filled with symbolic games and passive-aggressive speeches.

Still, the bond holds. Not because the two species love each other, but because they know what happens if it breaks.


Religion

The people of Arodeth reject the cultic hydra worship of their yuan-ti neighbors. In their eyes, the hydras are beasts, not gods.

Instead, both lizardfolk and bullywugs worship Ubtao, the ancient god of survival, jungles, and the labyrinthine journey of life. Ubtao is not a gentle god, but he is respected. His followers see hardship as sacred and believe that survival is its own form of devotion.

Shrines to Ubtao are found throughout Arodeth, built from twisted vines, carved stone slabs, and maze-shaped driftwood patterns. Priests of Ubtao interpret omens from natural patterns — water eddies, cracked shells, or bird flight paths. These spiritual leaders serve as advisors to both Topha and Dula, though neither leader is bound by their words.


Geography

Arodeth rests on the northern edge of the same vast swamp that houses Vash’Ka, about fifty miles up the coast, perched along slow-moving river paths and shallow floodplains. The city is built on raised platforms, stilted homes, and winding bridges.

The lizardfolk control the Stonewake Reaches — the northern section of the city where ancient stone foundations have been reshaped into temples, barracks, and homes. The architecture is solid and enduring, with a focus on strength and permanence.

The bullywugs claim the southern Croakmarsh — a tangled web of elevated huts, fungus farms, and reed pathways. Wetter, darker, and more chaotic, but filled with vibrant life and ingenious swamp engineering.

At the city’s center is the Trade Pool — a massive, shallow lagoon where barges dock, vendors float on rafts, and merchant vessels gather.

Other Notable Districts

The Blackroot Groves — An alchemical harvesting zone rich in soil, rot, and rare herbs. Guarded heavily and worked by herbalist guilds.

The Coil Break — A district that trains naval crews and small defense vessels. Named in defiance of the yuan-ti belief that they have claim over the swamp.


Notable NPCs

Topha — Chieftain of the lizardfolk. A towering, broad-scaled warrior who carries a bone greatsword nearly as long as he is tall. Fierce, proud, and convinced of his people’s right to rule. Supported by his wife Tiah.

Dula — Matriarch of the bullywugs. A sharp-eyed strategist with a reputation for ending conflicts before they start. A master of poison and politics.

Yorrik Blackreed — Born a lizardfolk, discovered by a kind bullywug family after a yuan-ti raid and raised as one of them. Serves an ideal function as a bridge between the two peoples. Runs the Trade Pool with quiet authority and a memory for every deal ever made.

Vesha the Rootseeker — Elder shaman of the Stonewake Reaches. She interprets Ubtao’s signs and whispers warnings to those wise enough to listen.

Croakling Fenji — Inventor, builder, and occasional trap-setter. Known for wild ideas that sometimes work and sometimes explode. Dula trusts her completely.
